English Learner (EL) Programs and Services
DUSD staff are dedicated to serving all students by providing equal access to core curriculum, while differentiating instruction in order to insure that every student has the opportunity to be successful based on their specific needs.
ELs - These are students identified as English Learners based on certain criteria. An EL may or may not necessarily know or speak another language and may require a different approach in instruction than other ELs in their grade. Students labeled as ELs vary in experiences, strengths and weaknesses and often bring a richness in cultural background to their school. For example, some may be new to the U.S. and can come from any country in the world; others were born here, are first or second generation American, but are struggling in the system; and then, there are students who have an identified disability who are also identified as ELs. English Learner Advisory Committee (ELAC)
Delhi Unified School District serves students that are English Language Learners. Districts that serve 50 or more English Language Learners are required to maintain ELAC and DELAC committees. These committees are comprised of community members and district staff, but are required to be comprised mostly of parents of English Learners served within the district.
- ELAC stands for English Learners' Advisory Committee and is held at each school site.
- DELAC stands for District English Learners' Advisory Committee and is made up of members from the ELAC committees across the district.
Parents or guardians of English learners not employed by the district must constitute a majority membership (51 percent or more) of the committee.
Each school English learner advisory committee (ELAC) must have the opportunity to elect at least one member to the DELAC (district ELAC).
The purpose of the DELAC, or subcommittee on English learner education, is to advise the district’s local governing board on programs and services for English learners.
The committee advises the district’s local governing board on at least the following:
- Development or revision of a district master plan of education programs and services for English learners.
- Conduct a district-wide needs assessment on a school-by-school basis.
- Establishment of district program, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding).
- Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements.
- Administration of the annual language census (e.g., procedures and forms.)
- Review and comment on the district’s reclassification procedures.
- Review and comment on the written notifications required to be sent to parents and guardians
The district shall provide training for all DELAC members:
- Appropriate training and materials to assist each member to carry out his or her legally required advisory responsibilities.
- Training which is planned in full consultation with DELAC members. Economic Impact Aid-Limited English Proficient and/or district funds may be used to cover costs of training and attendance of DELAC members (e.g., costs associated with child care, translation services, meals, and other reasonable expenses).
